with FFmpeg and then try to read it back. Versions after

and without the fix will produce a longer video stream.

In this case, I suggest not to backport the patch.

Not sure about your definition of "regression". The given scenario works for FFmpeg <= 2.6 but fails with versions between 2.7 and 3.2.

Besides, I'd think the fix is low on side effect risks. What are your concerns?
