Indeed, having some form of goal(s) would be useful. Are there particular things/topics you want to work on where having everyone in a room would be helpful? Is this just an opportunity for like-minded developers to socialize over beer? Also, would be good to have a rough idea as to what part of the world you want to meet in. I assume you're thinking "somewhere in Europe" given your locale. Regarding when to meet, I would suggest considering what other conferences are going on, and whether it would conflict with what you're planning. Alternatively, consider having it right before/after one of those conferences in the same region, and you might find people who are more likely to attend because they are already in the area (e.g. perhaps with airfare already paid for by their employer because of the other event).
