for 1 pass BT specifies how hard the RC code should
try to achive CBR

for 2 pass BT specifies how hard the RC code should try
to follow the ideal calculated bitrate curve.

a very small value is always a very bad idea and if you want 1 pass VBR
BT should be large.
Also BT is not usefull as strict limiter, max/min bitrate and the VBV
buffer size are there for that.

now you can document it! (after tesiting and confirming that what i wrote
from memory is correct)

PS: BT is in bits not bits/sec
