I tried ffmpeg with vorbis and libvorbis; ffmpeg -ac 2 -i orig.avi -ab 256k -ac 2 -acodec vorbis test.avi it says that it will encode with 256k, but the outputted bitrate will be ~50kbps for audio nevertheless.
