I downloaded Apollo Video Converter installer (apovideo.exe, size 8211952,
md5sum f09deae55db50c418528a0f4001791eb, uploaded to incoming/issue978), found
libavcodec.dll (compiled with support for libx264 and libfaac) and a
(GPL-incompatible) license file (attached).
