Regardless of all this, IMO FFmpeg's decoder should ignore both of these,
they are just a matter of displaying, not of decoding itself.
If desired, these two variants should be implemented as scaling methods.
If necessary, the value of this flag could be exported somehow to applications,
e.g. via metadata (suggested-scaling-method or so).
