I don't think this is a valid issue.

MPlayer used to allow the user to override video fps, but I doubt this ever
worked correctly in the sense that you could get correct A/V sync by just
changing fps. FFmpeg instead always trusts its demuxers if they are able to
provide time-stamps (and only provides frame-rate and time-base values for
information).
If you have a sample with broken time-stamps, please open a new issue (Uploading
is currently difficult).
