At least with my sample command it does not (neither with x264):
$ mediainfo test.mp4 |grep -i aspect
Display aspect ratio             : 1.896

and this exactly the aspect ratio which *is* displayed by:
1) mplayer - unless I force -aspect 16/9
2) QuickTime Player: 683:360 instead of 640:360, unless I edit the video track
manually.

Unfortunately for the web I need a video that doesn't have to be resized 
manually.
