If the -fs option can create a sequence of files, split on the given filesize
(as requested in 2462), it can be handsome if it also accepts the "hh:mms[.xxx]"
syntax. Then it can split in files of 10 minutes, or 1 hour, or any given 
time-size.

Currently it might be double for the -t option, however, that can be used for
the over-all time where the -fs is just to split the result down:

ffmpeg -i OrgVideo.mpg -fs 00:10:00 -t 01:00:00 NewVideo.%02d.mpg

Where OrgVideo.mpg has more than 1 hour of video in it, the result will be the
files NewVideo.00.mpg, NewVideo.01.mpg NewVideo.02.mpg NewVideo.03.mpg
NewVideo0.04.mpg and NewVideo.05.mpg. However if OrgVideo has less (say 34
minutes) it only gives NewVideo.00.mpg, NewVideo.01.mpg NewVideo.02.mpg and
NewVideo.03.mpg, where the last has only 4 minutes.
