judging from past bugreports WMP is not fully happy with our MPEG-PS
and i think our MPEG-PS is fully mpeg compliant

one way to make WMP like our MPEG-PS more is to set the mux_rate to the
average which is clearly not valid for MPEG-PS
(this is based on submited patches and bug reports not based on any
reproducton of any issues with mpeg-ps and WMP by me)
