my preferences are:

the first should always be better due to smaller future patches and
no extra lines
the second may be a bad idea in some cases
eitherway, common sense should be above silly style rules and any
maintainer feeling strongly about it can do these differently if he
likes, id say its just a recommandition not a requirement
