Well, I'ld say it's up to you.
One thing is certain, as you stated in first part, if live=1 than, in
theory we would require the EXT-X-ALLOW-CACHE 0 ..
Also, I do agree with you, this is relative to the playlist, not the
segment itself, so I (IMO) would rather have it for *segement list* rather
than *segment* ...
