Comment (by klaussfreire): So, I tried a whole new approach, and it seems vastly superior. I modified psy's "Rate control" to work differently for VBR. Instead of using the bit reservoir, it just computes the optimum PE and scales it by quality. And it works nicely. I still had to push scalers a bit more on the allocator and do the LP filtering to reach the very low bit rates with VBR, but it's sounding a lot better.
