Attached a v9b. I'm still doing testing on this, but preliminar
comparisons against v7 are strong. The instability of v9 seems to be
eliminated, although I haven't tested very low bitrates (96kbps on stereo
being the lowest for now).
ANMR doesn't crash, but other than that I haven't worked much on it.
