Looks like an encoder bug, see page six of
https://www.adobe.com/content/dam/Adobe/en/devnet/flv/pdfs/video_file_format_spec_v10.pdf
Could you try to encode mono, stereo of 5kHz, 11kHz, 22kHz and 44kHz
audio?
(or playback with Adobe software...)
