I attached a shorter video to conform to the attachment size limit.
The behavior can be reproduced by attempting to copy the initial 3
seconds:
ffmpeg -report -y -i "cannot_copy_fragment.avi" -ss 00:00:00 -t 00:00:03
-c copy -bsf:v h264_mp4toannexb -f mpegts intermediate1.ts
