#6803: Dynamic range compression for DTS decoder

Current ffmpeg DTS decoder, which was merged from dcadec, can't do dynamic
range compression whereas [https://code.videolan.org/videolan/libdca
libdca], used by VLC, have that feature.
Since the ac3 decoder also have a similar setting, could that be
implemented?
