Yes, I believe it is MSDK issue. QSV decoder has similar issue (hasn't
provided frame type): https://github.com/Intel-Media-
SDK/MediaSDK/issues/333
However, it will still be broken with old version MSDK even fixed in MSDK.
And I prefer to set the picture type to be AV_PICTURE_TYPE_NONE when MSDK
return an unknow frame type.
