If you carefully read the spec excerpt you posted yourself, I don't see
how its invalid. Rounding 8.25 to the nearest integer is 8, which is "less
than or equal" to targetduration 8. Rounding 7.227 is 7, which is also
"less than or equal" to targetduration.
