FFmpeg's policy is to not enable external non-system libraries by default.
But in this particular case, it is not FFmpeg's fault, ask the people who
distributed your version of libass.
But there is a very good reason for libass to lack harfbuzz: if harfbuzz
was not present when libass was built, libass could not invent it.
