Summary of the bug: ffmpeg, ffprobe, and ffplay do not work. Neither of
them produce any output. I have tried windbg's "Open Executable" but in
this scenario ffmpeg works, thus I am unable to catch any possible crash.
How to reproduce:

PS D:\ffmpeg\bin> .\ffmpeg.exe -i .\test.mp4 out.mp4
