The mpeg2_metadata bitstream filter allows users to change the frame rate
of a stream without re-encoding, which can be used to e.g. fix the frame
rate of a actually-24000/1001p stream from an NTSC DVD. However, it is not
enough to make it a proper 24000/1001p stream without clearing all the
repeat first field flags (and top field first flags).
