Comment:
I don't think this is a valid ticket (you can either set a bitrate or use
a constant quantizer) but feel free to reopen this ticket if you can test
current FFmpeg git head, the only version supported here, and if you can
provide the command line you tested together with the complete, uncut
console output and an input sample if the issue is not reproducible with
`testsrc2`.
