Summary of the bug:
No matter what I've tried (converted or copied audio) the resulting file
has crackly audio when played in QuickTime or Music (iTunes)
I'm taking an MKV with h.264 and ACC and just moving it to an MOV.
I am on Big Sur 11.3.1 on an M1 Mac mini
I can provide examples.
How to reproduce:

built with Apple clang version 12.0.5 (clang-1205.0.22.9)
