Summary of the bug:
The file can play with ffplay.
But when I encoded it by ffmpeg the result video file didn't have video
stream.
How to reproduce:

% ffmpeg -y -ss 10 -v 9 -loglevel 99 -report -i "D:\Output\Test.mp4"
D:\Output\ffmpeg.mp4
ffmpeg version
built on 4.4

I wanted to upload the error file but I couldn't.
Your ftp server(upload.ffmpeg.org) looks down.
