But that is what is used HDR too in HEVC spec for BT.2100 and is used on
all HDR Blu-rays. It is signalled like this all over our codebase.

Yes, the reference on that ITU-T H.273, or ISO/IEC 23091-2:2019 spec that
is freely available from iso.com:
