To fix ffmpeg's DASH muxer to allow all framerates I'd either like to
modify the segment duration option to accept a RATIONAL instead of a
duration to match how it's specified in the mpd or I'd like to add a new
mutually exclusive option to specify the segment duration via a GOP size
since the DASH muxer already has code that writes the framerate. The
latter wouldn't break backwards compatibility. This would be my first
patch for the project so I'd appreciate feedback on what direction would
be preferred before I start working on it.
