Appears it was a regression because the 1.png file of 2602x4366 [SAR
4366:4367 DAR 2602:4367] x264 encoding works now. HAHAHA. What a joke.
And of course libopneh264 prints this:

Well by limiting png file I was able to encode openh264 file it is also
not proper but at least it has range tagged. Other than that 601 matrix
values are done correctly, same as in x264. Sigh.
