Not a bug, but a feature request.
It's observed that s12m timecode output is supported in the NVENC-based
encoders, see nvenc.c

And in libavcodec/libx264.c which only implements a53cc & unregistered
SEIs

Can s12m tc output be extended to these encoders for feature parity?
