-vf 'format=nv12,hwupload' -c:v h264_vaapi output.mp4
built on gentoo ffmpeg version N-113120-g545686e49e Copyright (c)
2000-2023 the FFmpeg developers
built with gcc 13 (Gentoo Hardened 13.2.1_p20230826 p7)

Older git version or released versions 6.* work fine one same machines.
Tried on two machines.
