Well, actually it is very simple just as with png. Apple decoder decodes
as I said, aac mp4 and mp3. Chrome uses remainder fix for ffmprg, here is
tests for that, https://jakearchibald.github.io/aac-decode-bug/
As for the mp3dec patch, it is used by the author of this patch here and
files also are his.
