#11120: remove big-endian powerpc (AltiVec) DSP code

 Recently, Debian packaging has [[https://salsa.debian.org/multimedia-
 team/ffmpeg/-/blob/debian/master/debian/rules?ref_type=heads#L216|masked
 off AltiVec DSP code in their 7.0 release]] due to several Trac tickets
 that have remained unfixed.

 It is probably time to remove the big-endian pieces: it is very difficult
 to get a hold of real, working BE powerpc hardware these days.

 Some of it is still relevant for ppc64le -- which is unfortunately masked
 off as well.
