Summary of the bug:
ffplay fails to play MPEG-DASH on local storage if the given file path is
a relative one.
I also tested on Windows and it is fine.
How to reproduce:

% mkdir some_folder
% ffmpeg -i input.mp4 -codec copy -f dash some_folder/output.mpd
% ffplay some_folder/output.mpd -v verbose # NG
