In the meantime I discovered [FreeJ][1], which should be able to do what I want. However, it's limited to Ogg Theora, so would require live reencoding before sending the stream to the broadcasting software.
Also, I asked on one of the GStreamer mailing lists if that tool could be a solution. There actually is a videomixer plugin for GStreamer.
