It means to reply to an arbitrary message and change the subject.
However, some headers related to the message you replied to are still
preserved. Mail clients can use these headers for a threaded layout.
This results in a confusing thread with multiple, unrelated subjects.
In case your mail client does not show a threaded layout you can see the
resulting effect in the archives:
