Definitely defined in some (!) standard.
(Our mpegts muxer does not comply to any standard iirc, so please
understand the difference between defined and conforming.)

I believe I gave a useful example for h264 in ps in my last email.

What's wrong with mkv?

As said above, mpegts muxed with FFmpeg may not be a good idea
unless you know what you are doing.
