The only time I've done that I used -movflags faststart (no + before faststart):
ffmpeg -f image2 -framerate 25 -i balls_0000_%04d.png -movflags faststart -c:v libvpx -b:v 1M -c:a libvorbis bballs.webm This was for making a video playable under HTML5. I don't have the docs handy.
