This tells ffmpeg to start at 24m50s and extract 1m25s of output. Your file is just under 7 minutes long.

It should be,

    -ss 25 -to 1:25

Depending on where the nearest keyframe is, your output may not include a few seconds near the start point. Decrement the start time by a few seconds to accommodate that, or keep it the same and transcode (drop -c:v copy).
