It probably depends on the hardware on your Raspberry Pi. ffmpeg can be compiled with support for OpenMAX, that's the omx encoder. Firstly, this needs to apply to your Pi Zero (it probably doesn't). Secondly, it can only accelerate encoding to MPEG4 and H.264, not MPEG1 as you are using.
