This masterpiece (make sure you don't miss the imdb comment) was most likely made with a film camera that knew nothing about interlacing. The artefacts you see are afaict the result of the VHS drums not being able to keep 100% synchronization, filters that increase the quality likely exist but this is definitely not my area. I guess you should search for a specific AviSynth filter.
