The issue was found and I made rookie mistake by setting -vsync 0 on the input.
As for the x264 prams, you are correct again - i am weeding those out as I
test with my backend configuration. Those are carryovers as I transition to
h264_nvenc.
vsync is a global option and it is applied to transcoded video streams
in outputs.
