This indicates that the ':' in the URL was recognized as an option delimiter. You could try adding a backslash before that colon. Or possibly this will work: DASHOPTS="use_fifo=1:fifo_options=attempt_recovery=1:f=dash:seg_duration=6:window_size=6:utc_timing_url='https://time.akamai.com/?iso'" (i.e. using single quotes within the option string that ffmpeg actually receives).
