I didn't know and I am mildly surprised (16bit video is very uncommon).
Otoh, "MPEG encoder spec" is not very precise...

use YCbCr 4:2:0 for black-&-white movies.

Because that is what the DVD specification requires.

$5-thousand for the DVD spec.

This is part of the publicly known, non-secret part of the specification.

By the way, of course, I made a silly mistake. I should have written
"full, 24-bit monochrome".

I am curious: Which MPEG specification defines 24-bit monochrome
encoding?

Oh, gosh, I ran across that long, long ago. Since it's not used for DVDs, I just noted it but didn't document it. I'll be on the lookout for it and get back to you, but don't hold your breath. :-)
