One thing I noticed is that there are blocks of 26-34 bytes of 0xff in the file, which could indicate errors. Also, one of the free mpeg-ts analyzers* (search google for them) says that file has 166 continuity errors and -lots- of PCR errors. And 19 PTS errors.
