The protocols and connections have nothing to do with the type of source, lots of cameras do not have streaming protocols like RTSP but do have HDMI outputs.

CasparCG should do it, so will OBS-Studio with the RTSPServer plugin (both open-source and using ffmpeg components). Either way, you'll need an HDMI capture device.

I would not wrestle with the ffmpeg command line for something like this.
