Yes, I think, Opus would be the best compromize. But even Windows can't decode that without installing foreign codecs, many smart phones either, not to think on hardware players, e.g. builtin car players via USB stick. Example: I had encoded several MP4 videos with Opus audio. They played without sound on Windows 10 and on some smart phones.
