Is there a way to force audio and subs even if there aren't any?

The source is a DVD that has both audio & subs. The DVD has a bad spot
where video freezes while audio begins and continues.

I copied frames 0..4800 from the DVD -- 4800 is a keyframe.
I copied frames 4904... from the DVD -- 4904 is a keyframe.
I concatenated them, keyframe to keyframe.

The concatenation works for video but there's no audio or subs anywhere.
Why? Probably because 0..4800 is a silent prologue. I looked at the
0..4800 clip and, sure enough, it has only a video stream.

I've cooked up and appended silent audio before but the subs present a
problem: they're dvdsubs.

Best would be a quick and dirty way to simply force audio and subs when
there aren't any.

I'd welcome any advice.
