There is no compulsion in this. Its a "recommendation" or if that's
too much, a "suggestion". Developers could implement at leisure and
it's not hard to support both old and new --a nice slow migration
path.

I'm sure that's possible regardless. Moreover the base directories are
user configurable, so how would this prevent using vcs home?

I think there is a fair bit of benefit. And I think many people are
starting too see it too. This thread alone is a good indication of
that.

That said, I have given a good bit of thought to the XDG directory
standard and believe that ultimate adoption as an FHS standard
requires that it undergo some refinement. I actually joined this list
just a couple of days ago to discuss this, and lo I discovered this
thread already in progress.

Even so I think at least suggesting the directory standards in the FHS
home/ directory section is a very reasonable action at this point in
time, as it is becoming an increasingly recognized practice.
