This isn't the way to go about this. A standard which mandates a significant
change to existing practice will simply be ignored, and not be a standard at
all.

Some of your ideas have merit, but the way to about implementing them is to
work with the major Linux distributions and bring about bottom-up change.

Alternately, make your own distribution which is based around this design.
If it becomes popular, the standard will change to accommodate it, and
others may follow.
