The tapered axle and straight hole in the wheel were kept turning evenly by
a tapered piece of cowhorn or bone that is apparently missing on your wheel.
This is a delicate piece of work and you should really get in touch with
Bill Ralph on this one - his email is:

He can help you decide what material will work on your wheel. If you don't
get this part right, it won't hold the drive band well enough to spin
enjoyably.
